Anders Swanson will be attending the first international Winter Cycling Congress in Oulu, Finland, on Feb 13 & 14. It’s certainly a fitting location given that cycling accounts for 12% of all trips made in winter in Oulu (23% in summer). Anders shares his thoughts on what he hopes to get out of the conference and bring back to Winnipeg to share with the rest of us.
