ZONING CHANGES: Open House
Winnipeggers invited to open houses on citywide zoning changes proposed to allow more infill housing
Released: March 3, 2025 at 12:59 p.m.
Zoning changes expected to create more housing opportunities and help address Winnipeg’s housing shortage
Winnipeg, MB – Winnipeg residents are invited to discuss zoning changes proposed to allow more types of infill housing projects in our city. The City is hosting four open houses where attendees can hear from city planners and ask questions about the planned bylaw amendments.
Winnipeg needs more housing so everyone can have a home they can afford. To help address this important need, the City has proposed changes to the Winnipeg Zoning By-law and Local Area Plans to enable the development of:
- Two-unit, three-unit, and four-unit homes in many neighbourhoods;
- Taller four-unit homes (up to 39 feet) on certain lots within 800 metres walking distance of a frequent transit route.
Residents can find out more about the proposed zoning bylaw changes by taking part in one of our virtual or in-person open houses.
Virtual events (registration required):
To register, email infillhousing@winnipeg.ca with your preferred date and session time slot:

- Tuesday, March 18, 2025 at 7 p.m.
In-person event (come and go format):
Date: Wednesday, March 19, 2025
Time: From 4 p.m. to 7 p.m.
Location: RBC Convention Centre - 375 York Ave., North Building, Meeting Room 4-5
Presentation materials will be available online at winnipeg.ca/infillhousing starting Tuesday, March 11, 2025.
City planners will welcome questions during a six-week Q&A period, from March 17 to April 27, 2025. Questions can be emailed to infillhousing@winnipeg.ca.
After the open houses and Q&A period, the City will complete a draft of the zoning bylaw changes for Council’s consideration. A public hearing is currently scheduled for late spring.
